The NCER development plan which encompasses the states of Kedah, Perak, Perlis and Penang with a vision to achieve a world-class economic region by the year 2025. It aims to become a sustainable economic region empowered by a population living a balanced lifestyle with a holistic approach to business. The rationale behind NCER was to increase the competitiveness level of the country in order to facilitate improvement in the standard of living of the nation.
Northern Corridor Implementation Authortity (NCIA)
The Northern Corridor Implementation Authortity (NCIA) was established under the Northern Corridor Implementation Authority Act 2008 (Act 687) as the authority responsible for providing direction and for devising policies and strategies in relation to socio-economic development in the Northern Corridor Economic Region (NCER) which encompasses 21 districts in northern Peninsula Malaysia in the states of Kedah, Perak, Perlis and Penang.

The objectives of the Northern Corridor Implementation Authority are:-
- To promote and accelerate the development of the NCER into a world class economic region and a choice destination for investment, work and living; and
- To ensure that social development and sustainable development are kept as priorities whilst driving economic growth in the NCER.
